Active city-wide about 2004 (maybe 2003?) until about mid-2005.
I've seen it all over Pioneer Square and the U-District. At one point, I saw it stencilled. Otherwise, though, it appears as a sticker, either matted on a rectangular white back or cut-out from its base. It appears in various sizes from 4"x6" to about 8.5"x11".
I never knew what this thing was supposed to be so I didn't have a good name for it other than the ridiculous name that I called it.
Then, sometime in late 2004, I found the following "Artist's Statement" on the Ave. It was posted on the first lamppost north of 42nd (east side of street):

This is the only version of the mark with an explanation that I have seen. I have retained this sticker for the collection. Since spotting this one, I noticed a declining frequency of the appearance of this mark. As of February 2006, I have seen very few (perhaps 2-3) new appearances of it in the U-District.
