After you log in to the wiki, click "Special Pages" down on the left-hand "toolbox" section at the bottom.

Click the "Create an account or log in" link

Fill in the new "Username:" for the person to whom you are giving an account.

You don't need to fill in a password... or re-type it. Instead, just fill in the "Email" field with the person's email.

Finally, do NOT click "Create new account". Rather, click "by email" and their username and a random password will be emailed to them.

Alternatively... if they are sitting next to you, for example, you can type a new Username and have them type/retype a password. Then you can click "Create new account". It will be set up and then they can go and log in somewhere else on their own.
